While the United States does have a vaccine injury compensation program, many Americans who have filed claims after being injured by the experimental COVID vaccines have not received compensation and many were denied for not meeting the standard of proof.
If a petition is filed and it is determined that a vaccine or covered countermeasure caused an injury, the Health Resources and Services Administration (HRSA), an agency of the U.S. Department of Health and Human Services, has two programs available to compensate the petitioner financially, or certain survivors may be eligible for death benefits.
The two programs offered are Countermeasures Injury Compensation Program (CICP) and the National Vaccine Injury Compensation Program (VICP). You can read the comparison here.
For claims associated with the COVID-19 vaccine or other COVID-19 related countermeasures, you can file your Request for Benefits with the Countermeasures Injury Compensation Program.
The Countermeasures Injury Compensation Program (CICP) was created so that in the unlikely event you experience a serious injury from a covered countermeasure, you may be considered for benefits, HRSA said on its website.
What is a countermeasure?
A countermeasure is a vaccination, medication, device, or other item recommended to diagnose, prevent or treat a declared pandemic, epidemic or security threat. On the rare chance you suffered a serious injury, or the death of a loved one, from the administration or use of a covered countermeasure, you may qualify for benefits.
Federal declarations issued by the Secretary of the U.S. Department of Health and Human Services specify the countermeasures covered by the Program. Please review the “Covered Countermeasures” section of a declaration to determine the types of medical countermeasures that are covered by the CICP. Declarations have been issued for medical countermeasures against the following.
COVID-19
Marburg
Ebola
Nerve Agents and Certain Insecticides (Organophophorus and/or Carbamate)
Zika
Pandemic Influenza
Anthrax
Acute Radiation Syndrome
Botulinum Toxin
Smallpox
The type of injuries covered by CICP are deaths and serious physical injuries. If eligible, the petitioner may be compensated for:
Medical Expenses
The unreimbursed medical items or services used to treat a covered countermeasure injury may qualify for reimbursement.Please Note:

If the person who was administered or used the covered countermeasure dies as a result of his/her injuries, then certain survivors may be eligible for death benefits.
According to the CICP Data for Fiscal Years 2010 – 2022 (As of October 1, 2022), there are 10,832 total claims filed. Only 30 have been compensated so far.
According to CICP, of the 10,832 claims, 10,323 were related to COVID-19 countermeasure claims. That is 95% of the claims were related to COVID-19 countermeasures. All of this happened after the release of the COVID vaccination.
Of the 10,323 COVID-19 countermeasure claims, 7,412 allege injuries/deaths from COVID-19 vaccines and 2,911 allege injuries/deaths from other COVID-19 countermeasures.
The table below displays the countermeasure and injury for each CICP claim filed between Fiscal Years 2010 through 2022 that was denied compensation because the standard of proof for causation was not met and/or a covered injury was not sustained, per HRSA.
To be eligible for CICP benefits, a requester must show that a covered serious physical injury was sustained as the direct result of the administration or use of a covered countermeasure. The CICP may only make such determinations based on compelling, reliable, valid, medical and scientific evidence. A covered injury is a serious physical injury (which, as a general matter, is an injury that warranted hospitalization, whether or not the person was actually hospitalized, or that led to a significant loss of function or disability, whether or not hospitalization was warranted), or death, determined to be:
1. An injury meeting the requirements of a covered countermeasures injury table, unless there is another more likely cause; or
2. An injury (or its health complications) that is the direct result of the administration or use of a covered countermeasure. This includes serious aggravation caused by a covered countermeasure of a pre-existing condition.
The table below shows the people who were compensated for claims filed between Fiscal Years 2010 through 2022. Not a single person was compensated for receiving a COVID-19 vaccine, while the H1N1 vaccine received far more compensation. The government has awarded a total of $6,078,010.19.
Reports from the Vaccine Adverse Events Reporting System (VAERS) including non-domestic reports showed there are now over a million cases of COVID-19 vaccine adverse reactions including more than 31,470 deaths through October 7, 2022.
The VAERS website is now reporting a total of 1,437,273 COVID vaccine adverse events according to the latest number.

On the HRSA Injury Compensation Programs website, follow the step-by-step instructions on the How to Create an Account page, and then log in with your username and password. After login, select the Submit button under Submit a Request Package to CICP on the home page. Fill out the required fields to submit your Request for Benefits.
